MOIS Background Data
The Manufacturing and Operations Information System (MOIS) is an integrated set of tools for Spacecraft and Ground Segment testing, Operations preparation and Satellite Assembly, Integration and Test. MOIS tools are designed to interface together with each other, and also to the other components of a typical ground segment as shown below in Figure 1.

Figure 1 MOIS
The inherent flexibility of design and its independence from individual mission control infrastructure has led MOIS to become the pre-eminent procedure development, execution and automation system for spacecraft mission preparation and automation in Europe. To date MOIS has been chosen to support more than 80 different satellites.
MOIS is used as ESA’s standard infrastructure at ESOC for their missions and is also widely used by non-ESA operators. MOIS is also widely used by satellite manufacturers to support Operations Preparation and/or AIT for earth observation, science and navigation missions.
MOIS Customers include:-
- European Space Operations Centre (ESOC)
- European Meteorological Satellite Organisation (EUMETSAT)
- Centre National d’Etudes Spatiales (CNES) French Space Agency
- DLR German Space Centre/GSOC
- Telespazio
- Thales Alenia Space (TAS)
- EADS-Astrium
- EADS-ST
- OHB
A key feature of MOIS is its independence from specific control system or EGSE infrastructure. MOIS can publish procedures, generate an operations language, and execute the procedure in real time, all with the same interface. In principle this allows the same procedure to be executed in a wide variety of operations environments, including:
- ESA SCOS2000 / MATIS
- SCOS-2000 EGSE / TOPE
- CGS
- OpenCenter
- ISI EPOCH 2000
- L3 Storm Control System
- OpenCenter
- On-Board Control Procedures (OBCP)
