We are looking for a Junior Bid Proposal Specialist to work in one of our Canadian offices in Montréal, or Gatineau.

The Junior Bid Proposal Specialist is a member of RHEA’s proposal management team. In this role you will be part of the team responsible for completing bid proposals across all of RHEA business units, primarily in Canada. RHEA in Canada provides engineering services, consultancy, products and solutions in Cybersecurity, Physical Security, and end-to-end Security Risk Management. Primary clients include federal/provincial/municipal government organizations and large private sector companies leading large construction projects.

In this position, the successful candidate will play a crucial role in winning new business for RHEA. The position will provide the successful candidate with strong potential for career and personal development, in the context of RHEA’s significant growth in Canada and Europe. The position will also expose the successful candidate with a wide range of RHEA’s business lifecycle activities, from business development and sales to service delivery.

Starting out as a junior member of the team you will be involved in all areas of the bid proposal process. Once you have successfully contributed to several bids, you will be expected to move into a more senior position where you will be responsible for leading technical bids proposals of your own.

Tasks and Activities

The scope of work will include:

  • Assisting with the pre-bid review processes (e.g. Bid/No Bid Review).
  • Assisting with assembling the proposal team and preparing the bid kick-off meeting.
  • Assisting with Assignments, Tasks and Milestones (technical and financial proposals) control:
    • Assigning tasks
    • Setting Milestones
    • Tracking milestones and quality applying appropriate corrective measures, when required.
  • Proofreading, writing and editing for concise, clear and compelling proposals.
  • Assisting with proposal quality assurance, peer-reviews, approvals and signatures.
  • Assisting with bid submission.

Skills and Experience

The following skills and experience are mandatory:

  • Bachelor’s Degree in an Engineering related subject such as Aerospace, Computer Science or Cyber Security.
  • An understanding of the concepts behind a technical bid process from the Bid/No Bid Review to contracting.
  • An understanding of system engineering activities and methodologies.
  • Strong time-management skills, including the ability to work to submission deadlines.
  • Ability to manage multiple projects and competing deadlines.
  • High proficiency in Microsoft Office.
  • Keen attention to detail in all forms of communication, including spelling and grammar.
  • Strong in self-organisation, taking the initiative, and defining and evaluating work priorities in a dynamic environment.
  • Excellent written and spoken communication skills in English and French.
  • Good visual and oral presentation skills.

The following skills would be highly desirable:

  • Knowledge of security and cybersecurity.
  • Holder of, or eligibility for, a Canadian personal security clearance.
