RHEA Group is currently seeking an experienced and bilingual Bid Manager for our Ottawa offices. That person is responsible for the overall process of submitting detailed and accurate bids that respond fully to client needs, on time, within budget, and in-line with RHEA’s strategic objectives and targets.

Essentially that person ensures that all bids are written and delivered in such a way as to give RHEA Inc. the best possible chance of winning contracts.

Tasks and Activities
  • Identifying contacting opportunities (RFI, RFP, RFQ, unsolicited bids, etc.) that align with RHEAs Strategic Goals and Objectives and, if needed, potential partnering companies;

  • Preparing and delivering bids in accordance with RHEA procedures, on time and within budget;

  • Developing and implementing strategies for identifying and preparing winning bids;

  • Developing best-practice bid processes, policies, procedures, tools and systems;

  • Reviewing all upcoming and current bids daily to ensure timely completion and delivery;

  • Leading and overseeing bid teams in the planning of high-quality submissions;

  • Establishing and communicating clear milestones, deliverable timelines for all persons who play a key role in preparing a bid;

  • Writing, editing, and reviewing proposals;

  • Ensuring compliance with corporate governance and legal requirements;

  • Acting as the main point-of-contact with clients during the bidding process;

  • Ensuring to keep associates’ resumes bank up-to-date.

Skills and Experience
  • A bachelor’s degree or equivalent (note: equivalency is deemed to be a combination of a college diploma plus a minimum of 10 years work experience); 

  • Minimum five years of relevant experience in an engineering, Information Technology, security, aerospace or defence environment.

  • Ability to read, and interpret complex documentation accurately and in great detail

  • Ability to use their industry experience to understand complicated technical information.

  • Ability to explain to potential clients how and why RHEA Inc. can provide what they need

  • Strong organizational and time-management skills: efficiency, ability to meet deadlines and work with minimal supervision.

  • Leadership and team work

  • Ability to cope with high levels of stress and to remain calm under pressure

  • Quick to react and very assertive

  • Ability to motivate other members of a bid team to produce a successful submission

  • Ability to work effective as part of a Team and to listen to other people's views

  • Ability to deal with complex business relationships

  • Ability to manage multiple resources to deliver strong, winning submissions.

  • Sound analytical and problem-solving skills,

  • Extensive knowledge of Microsoft Word

  • Strong written and verbal communication and presentation skills in French and in English.


  • Must agree to apply for a Federal Government security clearance. Must be granted and maintain a security clearance by the Government of Canada to continue employment.

  • Must be willing to work overtime on short notice.
